Does the plight of Bosnian and Kosovan Muslims mean that jihad is obligatory – wajib – for all Muslims regardless of the school of law – fiqh – which they follow. What about we in London who have not been trained in military techniques?

When a Muslim country or population – such as the people of Kosovo – are being attacked by non-Muslims, it is the duty of all the Muslims in the area who are able to fight, to defend themselves. This is a kind of jihad. Professional military training is as essential nowadays as are attempts to arrive at solutions by diplomacy.
For those who live in London, the obligation for jihad depends on that being declared by a jurist with authority – Marja’a. No such declaration has yet been issued.
