If a Muslim girl falls in love with a non-Muslim, how should the situation be resolved?

The problem may be solved by taking the following steps :
1. The non-Muslim becomes Muslim; and
2. The girl’s father gives consent for them to marry; and
3. They marry in accordance with Islamic rulings.
